This year marks the 75th anniversary of the founding of the People’s Republic of China and is

crucial for achieving the goals of the “14th Five-Year Plan”. President Xi Jinping has repeatedly

stated that China’s door to opening up will not close; it will only open wider. As a pioneer, a

forerunner, and an experimental zone of China’s reform and opening up, Guangdong continues

to expand its high-level opening up, showcases impressive achievements and warmly welcomes

global traders.

With concrete actions, Guangdong strengthens its development momentum, and realizes solid

achievements in high-quality development. Guangdong serves national strategy in building the

Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen Pilot Demonstration Area, as well as the

major platforms in Hengqin, Qianhai, Nansha, and Hetao. With a GDP of 13.57 trillion yuan last year,

ranking first in the country for 35 consecutive years, Guangdong has over 18 million business entities,

covering 40 out of the 41 industrial categories listed in the United Nations’ industry classification.

It has formed eight industrial clusters each with an output value of over one trillion yuan, and well-

developed industrial chains and convenient transportation networks by sea, land, and air. It has

been rated as the province with the best business environment in China for 4 consecutive years.

Guangdong is forging ahead with the spirit of “creating a new Guangdong”, solidly advancing the

Guangdong practice of Chinese modernization, and continuously enhancing its economic vitality,

innovation power, and investment potential.

With innovation focus, Guangdong maintains innovative vitality and strives to build a globally

influential center for industrial technology innovation. Guangdong is accelerating the construction of

the international science and technology innovation center, comprehensive national science center,

and high-level talent hub in Guangdong-Hong Kong-Macao Greater Bay Area. National major

projects such as Pengcheng Laboratory and Guangzhou Laboratory, as well as large-scale scientific

facilities, have been successively established. It has over 71,000 industrial enterprises above the

designated scale and 75,000 high-tech enterprises. Its regional comprehensive innovation capacity

has been ranked first in China for 7 consecutive years, and the “Shenzhen-Hong Kong-Guangzhou”

technology cluster has been ranked second globally for 4 consecutive years. Guangdong Provincial

High-quality Development Conference has been held again this year, sending a clear signal to the

whole society to promote industrial technology innovation and develop new quality productive

forces, and continuously refreshing the endogenous driving force and competitive advantages of its

economic development.

With international cooperation, Guangdong has been full of confidence in opening up and standing

firm in opening wider and wider to the ourside world. Guangdong is one of the most economically

dynamic and open provinces in China, with foreign trade reaching 8.3 trillion yuan. The Canton Fair

is renowned as “China’s Number One Exhibition”. The utilization of foreign capital in Guangdong has

remained over 20 billion US dollars for 9 consecutive years. More than 350 of the Fortune Global

500 companies have set up projects in Guangdong, with projects respectively invested by BASF,

ExxonMobil, and Shell at ten-billion-dollar level. Guangdong has launched a slew of integrated

measures in foreign trade, foreign investment, foreign outsourcing, foreign economic cooperation,

and overseas talent attraction. It has introduced and implemented the first local regulation on the

protection of foreign investment rights and interests in China, continuously improving the facilitation
